An example of generating binary spike tensor from spike times. There are three feature maps, each constitutes a 2 × 2 grid of neurons. If the maximum number of time-steps is 4, then the result is a four-dimensional tensor of size 4 × 3 × 2 × 2. ∞ means the neuron will never fire
